Какой-то неопределенный юб. Рут - это суперпользователь, юзер - обычный пользователь. Юзать права рута слишком много, долго и часто (именно это подразумевает словосочетание something user) в линуксе не рекомендуется, а тем более быть рутом, что подразумевает картинка слева. Пользователю надо лишь делигировать права рута.
